Overview: Workforce Infrastructure for the 21st Century

The Colorado CARE Act (Caregiver Accomodations and Rights Enhancement Act) modernizes the Colorado Anti-Discrimination Act (CADA) to include 'caregiver status' as a protected class—prohibiting employment discrimination against workers who provide direct and ongoing care to family members with chronic, serious health conditions or disabilities.

This legislation addresses a critical gap in Colorado's employment law: while workers are protected from discrimination based on race, gender, disability, religion, and sexual orientation, family caregivers have no legal recourse when employers terminate them for requesting schedule flexibility, deny promotions due to perceived 'unreliability,' or refuse reasonable accommodations that would allow them to maintain both employment and care responsibilities.

The CARE Act provides that protection—generating estimated annual Medicaid savings of $9-18 million while requiring zero new state appropriations.
